I think what Angel means here is that he has isolated himself for so long, and kept himself from interacting with humanity in any meaningful way (with the exception of Buffy for the brief span of their relationship, and his friends in AI for whatever time they all were actually friendly), that he has forgotten what it truly feels like to be human. That one day with Buffy is more like a magical interlude than a reality to him, and only points out to him how apart he really is from humanity.
