I just re-read the transcript. I think the thing is that those who have already been chopped apart --like the guys who provided the eye and Lindsey's arm -- are somehow warped by the experience. Their body parts keep trying to kill everybody. They're sort of demonized. (Think of it as analogous to being vamped.) And once they've gone all murderous, the Fang Gang can't just let them out on the street, even though it's no more their fault than being vamped is the victim's fault. And indeed, Brad is asking to be killed, and presumably the rest of the already chopped feel the same way.
