Did you read my title? Tone, not logistics. The amulet activated while there was a victorious tone in the air. I'd also like to say that I estimated the number of Turok-Han at no more than a thousand (judging by the number we saw in both the vision and in the final battle). True, they had suffered casualties just before, but think of it like Buffy's wound; she went down, it looked hopeless, then she got right back up. Same thing happened to the Slayer forces; the odds were against them and the chips were down, then suddenly they were kicking ass and taking names. If you must bring logic into how the battle function, consider the fact that the Slayers were fighting in a relatively narrow area from a position of high ground. That means only so many Turok-Han could engage them in combat at one time, and the Slayers had the advantage of being able to do knock the Turok Han back just a bit for them to go falling a long ways down (as seen when Buffy got back up and grabbed the Scythe). The vampires wearing them down is an issue, but, considering how energized they seemed, didn't look like it was gonna happen anytime soon.

As for the innocent people dying, didn't Buffy once make a deal that let Spike and Drusilla escape alive in order to stop Angelus from awakening Acathla? She let two people she knew to be superpowered serial killers go free to stop another superpowered serial killer with plans of world annihilation. In the case of the Slayer activation, Buffy couldn't be sure if the spell might help some people commit horrible acts, but, in "Becoming" she knew that she had helped two people survive who were going to do horrible acts. I think that Buffy doesn't classify this sort of thing in the same category as killing an innocent person for the greater good (though she did "kill" a person of ambiguous guilt in the same episode she made a deal with Spike), because the ultimate responsibility for the deaths Dana caused rest with Dana; being responsible via failure to stop someone or negligence is a bit different then actually killing them yourself. While Buffy may have given Dana and a few others like her the ability to do greater harm then ever before, I think she sleeps comfortably knowing that she merely provided the tools; it's the tool wielders who are responsible for how they are used.
