Eight of 10 Filipinos are functionally literate—meaning they can read, write, make computations and understand facts and circumstances, a survey by the National Statistics Office (NSO) showed.

The NSO’s 2003 Functional Literacy, Education and Mass Media Survey (FLEMMS) released Friday showed that about 48.4 million, or 84 percent, of the country’s 57.6 million population have the skills to survive and compete in the modern world.

The survey showed a 0.2-percent improvement from the 1994 survey, which pegged the country’s literacy rate at 83.8 percent.

As expected, the National Capital Region had the highest functional literacy rate at 94.6 percent. Trailed by Cavite, Laguna, Batangas, Rizal and Quezon (Calabarzon) area at 90.4 percent and Ilocos at 88.6 percent.

The war-ravaged Autonomous Region of Muslim Mindanao showed the lowest literacy rate at 62.9 percent.

The functional literacy rate among females was higher than among males with 86.3 percent and 81.9 percent, respectively.

Functional literacy is a higher level of literacy, meaning the individual possesses reading and writing skills as well also numerical and comprehension skills.

“As to be expected, functional literacy rate was higher among those who graduated from elementary than among those who attained a lower level of education or who had no formal education at all,” the NSO said.

The NSO noted that of those who had reached high school but did not graduate, 89.5 percent were functionally literate.

By comparison, the functional literacy rate among those who graduated from elementary was 81.6 percent; those who didn’t get past Grade six was at it was 64.7 percent.

The functional literacy rate of those without formal education was at 2.4 percent.

The survey automatically considers individuals who graduated from high school or a higher level of education were considered as functionally literate.

The FLEMMS is a self-administered questionnaire accomplished by individuals 10 to 64 years old.

The 2003 survey is the third in a series of functional literacy surveys conducted by the NSO. The previous rounds were conducted in 1989 and 1994.

The survey aimed to provide information on basic and functional literacy status and exposure to mass media of the population. It was conducted in coordination with the Literacy Coordinating Council and the Department of Education.
