I think all parties should look at THEIR responsibilities. These are just my thoughts...
The Track - they should do everything in their power to stop this. no matter what is said, they DO have a certain amount of liability in the matter of what is sold on THEIR property at THEIR events. and no matter the outcome, I'm sure they wouldn't want to have the headaches of even being involved in any court proceedings over this... people are too happy to sue over anything these days.
The Parents - I'm going to put this as simple as possible... KEEP UP WITH YOUR KIDS<<< PAY ATTENTION TO THEM>>>
The Vendors - You can believe what you want, but you may want to check with local and state laws... if you have a license to sell ANYTHING, it requires you to abide by all stae and local laws... which prohibit the sale of ANY type weapons to persons under the age of 18 without the parents consent. If you are selling under a "general" vendor merchandising contract, you are really just insuring yourself and can sell to whomever you wish... I would warn you though, that YOU are responsible (and completely liable) for the product you sell.

I guess what I'm trying to say is... if it were me, I wouldn't take the chance of getting my pants sued off for a couple of bucks profit per knife.
Good luck on solving this... I would think it should start at the track management level on keeping it out... they have exclusive rights to reject anyone or anythng coming into the track (which actually causes their liabilities)
