I started at 50, and tried a couple of different ways to work it up with a couple of different chars. The best way i have found is using the Shapeshifting spells, and they bring the added effect of giving you max negative karma. Just hit the chaos shrine to lock your karma so you can forget about it.

50-70 horrific beast
70 -80 you break from the shapeshifting mold by using wither, (my fav spell :))but you can stretch horrific beast till about 75 if you want then pick it up with Lich form.
80 - 95 or so with lich form
once you get up past 95, pretty much the only thing you can do to gain skill is to transform into a vampire, with the vampiric embrace spell. its the only thing that really gives me gains at this point, and im at 98.7 at the time of this post.
