Could be, but at the end of the day it is in the interests of all these private companies to sell their product to as many people as possible. A voluntary initiative on the part of the rightsholders would be best, but the threat of legislation if they don't come up with the goods in a reasonable period must help to concentrate the mind wonderfully.
The BBC could be the biggest problem of all, because the European Commission has left all public broadcasting wholly within the remit of national governments, and neither does the BBC have the same motivation to make a profit as Sky. This is a shame because I never fancied anything on Sky when I was in England, and I still don't fancy it now. It's not that I hate Murdoch or anything, I just think Sky has crap programmes.
