And this, very recently received e-mail from Ian Adams, BBC Distribution:
"Thank you for your recent email about reception of BBC radio services
outside the UK, which Andy Townend, controller of Distribution, has
asked me to respond to on his behalf.
Your email suggests that you have had recent dialogue with the BBC's
Reception Advice department. Technically, it would be possible to
transfer some of our interactive streams, currently on Astra 2B to Astra
2D, and replace them with Radio 1 and Radio 3 on Astra 2B. However, the
issue of broadcast rights remains central to our distribution strategy.
Rights-holders continue to sell rights in Europe on a country-by-country
basis. Therefore, the BBC must demonstrate that it continues to act
with due care in terms of restricting access outside the UK to content
on BBC channels (TV, radio and interactive). Because of the way in
which our interactive services are accessed by users, from within a
video stream available only on Astra 2D, this effectively means that
these interactive services are receivable largely within the UK only.
Therefore, rights for these services are less of a concern, in terms of
spillover outside the UK.
Linked to this, the use of Astra 2B for Radio 2 and Radio 4FM reflects
our current overall demand for transponder capacity on Astra 2D. We
have had to balance this demand against the risks associated with
broadcasting these two UK-based radio services more widely than we would
like. Thankfully, discussions with the relevant rights holders did not
lead us to believe that this particular decision would prejudice our
position in any future content acquisition negotiations. However,
please understand that the arrangements concerning Radio 2 and Radio 4FM
are determined by a capacity requirement. It remains our policy to
focus distribution of our other domestic services on the UK (barring a
few local cable redistribution arrangements, which are largely
historic).
The BBC remains committed to providing universal access to our services,
as you mention in your correspondence. However, this objective reflects
distribution of services within the UK.
We would understand if this response causes you disappointment.
However, our position remains as set out above.
