I would set it up in France, then use a callback phone system or mobile phone or friend to get it switched on. I believe they send a signal to authorise the card when it's in the box - e.g. the card and box have to be together, plugged in, switched on, ready to go. If you try and do it when it's not on, it will probably not get done.

With the new FTV cards, it seems no authorisation is required. We plugged it in straight from the envelope and it worked for CH4/CH5 without any further ado.
