【明報專訊】深圳新修訂的《深圳經濟特區市容和環境衛生管理條例》下月起實施，從明日起，在深圳隨地吐痰將面臨50元至200元的罰款。據悉，深圳這項新措施的制定過程僅兩個月，而且比照目前香港實行中的罰款範圍擴大至行駛中的汽車。執法過程須至少2名環境衛生執法人員在場。

借鑑香港擴至車輛

據《晶報》報道，深圳新的處罰亂拋垃圾條例中，最引起市民關注的隨地吐痰，從過去的罰款50元，改為隨地吐痰、便溺和亂吐、亂扔香口膠渣、甘蔗渣、瓜果皮核、紙屑、煙頭或者其他廢棄物者，責令清理，並處50元以上200元以下罰款。從建築物、車輛上向外拋撒垃圾及其他廢棄物的，責令清理，並處200元罰款。從臨街門店向街道清掃垃圾，處1000元罰款。

新增第12條規定﹕市容和環境衛生管理人員在執法時應當有兩人以上同時進行，並向當事人出示證件，做到語言文明，行為規範。違反前款規定的，應當予以批評教育並責令改正﹔情節嚴重的，給予行政處分。

執法人員須示證件

第16條新增1款，道路兩側建（構）築物外牆至行人道邊的環境衛生由道路兩側建（構）築物所有人、使用人或者物業管理單位負責。

行人道泊車罰千元

另外，車輛在行人道上停放最高罰款亦增至1000元。舊條例規定車輛在行人道和地下管線溝蓋上行駛停放，處以200元罰款，並可鎖扣車輛﹔新條例第27條則規定，在行人道停車罰款金額增至500以上或1000元以下，並可鎖扣。在主幹道次幹道兩側行人道上使用人力車和改裝機械動力車將被收繳並處500元罰款。

據了解，今年5月，深圳市三屆人大常委會第24次會議分組審議《深圳經濟特區市容和環境衛生管理條例（修改草案）》，比較原條例，增加強制措施，新條例強化了處罰力度和威懾力。
