If enforcing the laws is a problem and the DEC only wants to, or can only during salmon season then why don't we hire someone to patrol the river year round?

In any case, the pacific salmon program is washed-up and needs to go. The river could be turned into a brown trout, atlantic salmon fishery in the fall and steelhead fishery in the winter and spring. No matter what you put in there, as long as there are good numbers of fish, the fishermen will come. Certain things need to happen before this can become a true sportfishery that the whole world will want to come and fish. First, there needs to be a large catch and release area so that all the fish aren't harvested or a one fish per day limit. Once a fish is kept, then you are done for the day. That will free up the river and keep people from locking up a hole for the day. Too many times I've seen people tie up a hole for the whole day and no one can get in there to fish. Somehow the pools have to be rotated so that everyone gets a chance to fish a spot. If we were true fishermen we would invite others to join us in a hole full of fish and not be greedy and try to hook them all ourselves.
