Ugh, I have the same problem. I'm shy. But maybe you can just talk to him as a friend. If you have trouble talking to guys, ask if he has a messanger program (yahoo messanger, aol, etc) If you talk to him on the net, you tend to be less shy. Then when you meet him again, just keep talking to him like you were on the internet. If that doesn't work, just think "Okay, [name], think. What is the worst he could do? If he is your friend, you have to talk sometime. Now or never."
If you are already talking to him, just tell him what you feel. I know it is easier said than done, but the worst thing he could say is "Sorry, no".
Good things come to those who wait. For now, if he is still with a girl, I know it is hard, but you might just have to wait. If he truely likes you, he will tell his gal he loves you.
