No it dosen't. You have to do the custome configuration yourself. There is a program i used called SCRACC (Sim City Region and Configuration Creator). I forgot who i got it from but i will try to find the link for you on the weekend. Or you could try searching the Sim City message boards and fansites for it. Im sure its there somewhere.

Maybe you are doing everything right. Maybe the portland map is just way to big too handle. It takes me about half hour just to load the LA region and it lags like i said before. Who knows. If you want e-mail me at drbaker58@hotmail.com and i will send you the program for SCRACC, but put sim city in the subject line cause i get too much junk mail as it is and delete most of my new mail cause it sounds like advertisements.

Trust me you will know, it will come up with a screen saying creating city or creating region or something and you will hear your hard drive clicking away.

I have the same trouble. First press shft+ctrl+alt+R and then click on the config.bmp but do not press okay. Then click on the JPEG terrain and click okay. See if that works.

Let me know how you go. Thats about all the help i can give. Good luck dude.
