Well that's easy. All you need is a good graphics program. What you would have to do is, first create the config as you like with any program, even microfoft paint. Then comes the tricky part. Do this, it is a trick I learned rather then doing a millon math equasions. Insert the config like usual. Start the game and act like your installing the region. Now it will not load, but will say what the required dimesions are. Write those done. Then open a graphics program, open the region and resize it to the dimensions it had told you. Then install the region like normal and your done.
