I would focus more on overall size than the white speckling you have noticed. As for not facing you, it is either a very shy bird (uh huh) or the more obvious...it is facing a food source...maybe a neighbor's feeder or something that else that is attracting lunch. As Eric mentioned, certainly much more likely to be a Coop.
