Missouri - Rule 37 Applies to All Ordinance Violations in the state of Missouri
In order to be liable for an ordinance violation you must be a corporation.

Rule 37.06. Definition Whenever in this Rule 37 the following terms are used, they

mean the following: (m) “Person,” includes corporations;

To confine within, hold as in an inclosure, take in, attain, shut up, contain, inclose, comprise, comprehend, embrace, involve…

Illinois: Illinois…Do you owe Debt to the Secretary of state? Have they sent you a bill?

Section 1003.10 "Person" means the person indebted to the Secretary of State for any fee or tax imposed by the Act.
Remember in Illinois an “Offense” is a state charge not a Municipal Ordinance Violation
