Well I was waiting to see if anybody else had come up with the definitive answer. Nilanthi you are correct in that it was someone Greek. It WAS the philosopher Socrates, who wrote the article about teenagers in Athens 2,500 years ago! (Whether he actually did, or for dramatic license it was worked into the episode by the scriptwriter John McGreevey is a different story). The episode in question is the last episode of Series 6, titled "The Wheels".

The newspaper article that Steve reads to Uncle Charley actually says:

"Young people today scoff at authority and applaud anarchy. They take no pride in accomplishment but praise the one among them who avoids work instead of the one who does a job well. They laugh at the virtues on which our fathers built a nation and glorify only the loud, the lazy, the incompetent. Uncless these young people can be awakened in their responsibilities, what hope is there for our country, our civilization, the human race?"

Thanks Henry for a great trivia question. Hope this helps you out. The answer was actually there all along, if you had scrutinized my Episode Guide at TV Tome. As time permits I may even include the monologue in that particular episode's notes as it seems so timeless and relevant.
