There is a lot of information to be had about all those concerns... i spent lots of time trying to find similar answers too.

first off, the westsails are best called representations on Atkins Eric, and are underballasted and often festooned with more shit than that owners know what to do with, creating tons of windage and high CGs. not enough ballast = small rig = shit performance. you wont win any major races with one, but if you set up a bare hull "right" theres no reason why one wont sail well (for its intended use).
see http://www.macnaughtongroup.com/_CabinTable_disc1/000000c4.htm for more.

More specifically, the Alajuela is a fiberglass adaptation of Atkins Ingrid... which Atkin made as a stretched Eric/Thistle.

And yes, they are often undercanvased and poorly rigged. those low aspect hulls demand lots of sail cut low aspect to match the hull (read: gaff rig). you need to match the rig to the hull. when properly done, these boats are lots of work to sail and can be death machines in the case of Macha if you get in over your head.

and, of course, you need to match the hull to the intended purpose of the craft. wanna race paris-dakkar in a cement truck? wanna haul cement on a motorcycle?

anyhow, just my equally scattered $.02
