One more way to go is to 'rebuild' the boat at one go instead of weekend installments. I think a 20 footer you can bring to a new life in one month if you go at it full time. I just did exactly that. It took me two months, but I worked a good few days in between. If the Cal is cheap it can't be in a top-notch condition.. It's best to strip the thing, paint it, replace (if needed) or rebed all hardware..
To minimize future maintenance I'd do away with all the exterior wood trim.. Forget teak and shit..Use stainless and King Starboard (HDPE) everywhere.

To make it to a happy end (where so many guys don't), I'd say you need a rather comfy place to work in. Don't try to wing it somewhere in mud and knee-high grass only because it's free. Rent a space with a roof; it'll be a $1000 well spent. Good luck.
