What is happening is guys are getting 2,3 4 or who nows how many permits for a hunt and are keeping them in their pocket to cut down on the competition in a given area or just because they forgot to try and give them away.. I suspect that this practice would be seriously curtailed if permits were non-transferrable. Many have multiple permits with the intention of sharing but never get around to giving them away. I don't believe that there are very many a$$holes that would intentionally keep permits so others can't use them. It happens but I believe that the former does more so than the latter.
Anyway you look at it though if 40% of the permits are not being used and are transferrable then the system ain't working!
