Nothing has been said about private land yet.The intent of the horn rule is to ensure the 1.5yr old and 2.5 yr
old bucks are protected to live a little longer thus moving the average age of bucks being harvested to 2.5 or 3.5 yrs old. They tell us that even some 2.5 year old bucks are still spikes depending on whether they are born late in the season or not. Mostly in Norhwest Region of the State.It will drop the harvest of bucks on the WMA's substantially at first,but come back slowly, so they are telling us. I'm really concerned that this will lead to a Statewide 3 point ruling.
