What would be the biggest problem with Non-transferable permits?

As it is right now, we have somewhere about 60% of the permits actually used.... What kinda numbers will it be when or if we go to Non-transferable? With most of the WMAs being quota hunt only, how many Huntable days will be lost?

I don't think there's one person who has been able to make every hunt they planned, I have used atleast one permit every year from somebody who hasn't been able to hunt using their permit, if it was Non-trasferable then, the hunt would be lost!

I think we'll loose more then we will gain if we go Non-trasferable at all! There are other avenues to try and fix this before we go there! Again what will be the advantage of this? Is there anything to gain, except the ovious, Less people in the woods, which is pretty selfish in itself!
