Subject: Oct 3rd Central SJRWMD meeting!


The regular meeting of the Central Recreational Public Meeting is scheduled for 9:30 AM to 12:00 PM on Wednesday, October 3, 2007. The meeting will be located at the Spring House at Gemini Springs County Park. The park is located north of Orlando and east of US 17 S between the Town of Enterprise and the Town of Debary at 37 Dirksen Road, Debary, FL 32713. Take I-4 west toward Orlando. Take Exit 108 toward Debary/Deltona. Take a right onto Dirksen Dr./ CR- 4162 west. From this point, follow signs to Gemini Springs County Park at 37 Dirksen Dr. From US-17 heading north, turn right onto Dirksen Dr. and follow signs to the park.

The Management Review Team (MRT) tour will be held at Lake Jesup Conservation Area, also on October 3, 2007, immediately following the meeting. All CRPM attendees are invited to the tour. So that we can arrange for transportation around the site, please RSVP by September 26, 2007 to tmashour@sjrwmd.com or 386-329-4855. The CRPM meeting may finish early so please attend the CRPM meeting to make the MRT tour. Or when you RSVP, please leave your cell phone number so we can contact you if we will be leaving early for the tour.

The MRT Tour will meet at the North Lake Jesup Tract. From Gemini Springs County Park take a right onto Dirksen Drive heading east. Take a right onto Main Street, which turns into Lakeshore Drive, and continue to travel east. Veer to the right onto Reed Ellis Road. Take a right onto CR 415 and head southwest. Take a right onto SR 46 to travel west and take an immediate left onto Cameron Avenue to travel south. End at the North Lake Jesup Tract gate near the stormwater ponds. Please dress in field attire. Water will be provided.

Hunting access changes in Upper St. Johns River Basin

PALATKA, Fla., Sept. 12, 2007 — The St. Johns River Water Management District has developed opportunities for opening portions of the areas within the Upper St. Johns River Marsh Wildlife Management Area currently scheduled for closure for the 2007–2008 hunting season.

District officials worked with the Florida Fish and Wildlife Conservation Commission to open the 2,800-acre Sartori East parcel during the upcoming hunting season. Access to this area will be at the northwest corner of the property on the C-40 canal. In addition, approximately 690 acres of the adjacent 2,500-acre Mary A parcel will be open near the end of October after boundary work is completed. The remainder of the Mary A parcel will be closed to recreational access, including hunting due to construction scheduled to begin later this year. Closure signs will be posted.

The District will also improve access to both the Sartori East parcel and the walk-in-area south of U.S. 192 known as Sawgrass Lakes. The traditional access to Sartori East from S-255 will be closed due to the scheduled construction. The improvements are anticipated to be in place in time for hunting season.

PALATKA, Fla., Sept. 25, 2007 — The St. Johns River Water Management District’s Governing Board adopted its fiscal year 2007–2008 budget today, reducing the agency’s tax rate to 0.4158 mills for the fiscal year that begins Oct. 1.

Under a 0.4158 millage rate — 41.58 cents for every $1,000 of assessed property value — the owner of a $200,000 house who claims the standard $25,000 homestead exemption would pay $72.77 per year in property taxes to the District.

Taxpayers in the District’s 18-county service area in northeast and east-central Florida will see the tax rate drop from 0.462 levied in fiscal year 2006–2007.

The Board also gave final approval to the $400 million budget, which is $22 million, or 5.3 percent, less than the amended budget for the last fiscal year. The decrease is attributed to reductions in both ad valorem and state revenues for fiscal year 2007–2008 that result in reduced expenditures in nearly all District programs.

“The District has developed and implemented a budgeting practice that limits the agency’s growth,” says Board Chairman David Graham of Jacksonville. “Although more and more people are moving to our state and demanding services, the District is constraining its administrative budget by maintaining current staffing levels and focusing on a balanced budget that will serve the needs of our growing population.”

About 36 percent of the District’s total revenues is received from ad valorem taxes. Other revenue sources are as follows:

State funding (43 percent) received for restoration, water resource and water supply development

Federal funding (3 percent) received for restoration, water resource and water supply development

District sources (17 percent), such as permit fees, land management fees and interest on investments, as well as carryover funds from the previous year
