It was nice meeting you to Wayne. As far as the Quota Hunt Workshop meeting on July 11th and 12th goes, there was some very interesting ideas thrown around. I can tell you that everyone agreed that quotas need to be science based. It seems to be that most are still in favor of non transferablility unless a SUGAR Coating is applied to making them non transferable. Here are some of the things stakeholders have come up with:

a. permits are non-transferble and allow one guest hunter to accompany the permit holder with a separate or shared bag limit determined by site specific factors for each WMA with a system to allow a randow draw process for a percentage of unused permits("NO SHOWS").
3(acceptable), 4(acceptable with minor reservations), 2( with major reservations)

b. for preference pool permits only, no transfers allowed. 2 (acceptable), 4 (with minor reservations), 2 (with major reservation), 1 (unacceptable)

Here are some of the others that most seemed to be in favor of:

a. create an expanded preference system tied to non-transferability(i.e. Preference Plus 1; the longer you go without being drawn the closer to the front of the line you get). 5 (acceptable), 2 (minor reservations), 2 (with major reservations)

b. Provide more quota hunts for youth only. 3 (acceptable), 5 (with minor reservations).

c. develop a quota permit "mentoring" program for Florida residents who are purchasing their first hunting license accompanied at all times in the presense of an individual with a quota hunt permit in hand and sharing the bag limit. 3(acceptable), 2 (with minor reservations), 3 (with major reservations)

d. require a hunting license in addition to management area permit to apply for a quota hunt. 6 (acceptable), 1 (with minor reservations), 1 (with major reservations).

As you can see this group has a long way to go. This was only the second meeting. The next one is on August the 15th and 16th. We are just going to have stay with it and see what else the stakeholders come up with. I will keep you all posted as this progresses.
