That's probably true. When Cybill said actors have to 'put forth' their own names, it must mean they agree to be put on the list.

All she said on the matter was the entire paragraph I originally typed.

It's really a shame that the DCS was consistently passed over. The shows in their earlier years were original & unique. Eventually, one of their shows was a spoof on trying really hard to win an Emmy! Oh well...
