You were probably thinking of the People's Choice Awards which are voted on by viewere - not every viewer, though, it's done through a series of random phone calls.

There's often times more weight put on the Emmy's because it is voted on by one's own peers. That's why you'll often times see a dark horse win an Emmy and generally the People's Choice Awards goes in-line with what current ratings are saying. For the television industry the Primetime Emmy's are the equivalent of the Oscars for the movie industry and the Grammy for the music industry.
