First, Rudy Giuliani did not conceive the "Broken Windows Theory." The phrase and theory were conceived in the early 1980s (1982, I believe) by a respected sociologist named James Q. Wilson. Moreover, the Broken Windows Theory deals with overall social devolution, not merely crime (though crime is one aspect). The Broken Windows Theory doesn't exactly work the way you claim, and your attempt to use it to curtail problems stemming from illigal immigration is both unimaginative and inapposite, due to a variety of factors.
