Well, we don't exactly have one leader. Our highest authority is the High Council, with Lord Takoth heading up the HC. However, no one makes all the decisions on their own. The HC makes their decisions together.
Second, no, you don't have to be a paladin to join. :-)
I myself prefer the druid.
