An assigned email address tends to cost money or associate you with your school or work.

Lets say Joe Smith starts pk'ing members of PoL, so we kick him out of the guild (actually happened about 3 1/2 years ago). So he submits another application under a different name and with a different free email account (actually happened about 6 times). How do we tell who he is?

By requiring a non-free email account we know he has a limited number of possibilities with email addresses, so we will be able to identify him by his email address.
