More to the point, the societal standards of the time (as evidenced by Laertes) demand vengeance for the murder of a father. It's not that Hamlet lacks a reason or excuse for his (unfulfilled) intentions, he just lacks /courage/ [I really wanted to put something else there, but for the sake of propriety, I let it be]. Laertes' unwavering loyalty to both his father and his society force Hamlet to take action, but it isn't clear that Hamlet sees him as a model. Rather, Laertes' impulse comes from a deeper model, a deeper standard within the community that Hamlet has known all along. Then again, Hamlet hasn't responded to this known expectation all along - he really only takes action after Laertes' poisons him...I guess, were I Hamlet and I knew I was about to die, I'd probably up my game too...
