Yeah, no matter how you look at him, Horatio isn't the sort that fires the blood in the way that Hamlet is looking for. A bit ironic actually: the 'good' model is someone that people looking for models don't want to imitate. Of course, if Hamlet didn't apply pressure to Claudius, it raises the question of whether Claudius' conscience would grow or diminish in strength, and whether Hamlet would just step up to take over the country instead of plotting to kill the king.
