Hi, I am a member of the world-wide community of Jesus Christ, as founded by Jesus himself. I have been researching the subject of gangstalking as I myself have been a victim of it. This answers your first question.

2. as far as I know the only organization willing to help victims is other victims. But this is not always helpful, as many, many victims have successfully been made mentally ill and rely on the disinformation out there for their own education in stead of investigating it themselves. I have been investigating this, and have also been mentally ill, but I had God on my side and He revealed the workings of this gangstalking to me. It is indeed demonic in nature, and it will not function if a christian has truly confessed all his sins and repented and started a new life. It only works on you if you have something in your life that give the devil access.. it can be a small thing.. a little thing you once stole and never regretted. Or a temperament for anger or lust, you know your own sins best.

A group of gangstalkers usually has a leader who is well learned in the magical arts and will call up a demon from hell in order to 'guide' the group. The groupmembers will become possessed by this demon when they are close to you. I have even experienced the group leader leaving his body with his spirit and entering the group members and talking to me this way. This is how they are able to always be somewhere near you. The spirit or demon simply moves from person to person where ever you go to follow you. They can use any person who is not aligned with God for this. Even your own family.

3 The way I dealt with my stalking was to study black magick, and attack the leader of the group who was stalking me.. I gave him nightmares about his wife and children being slaughtered and raped. The stalking stopped, but I can not advice this to anyone, as it takes a lot of study of the magickal arts, and you can only use it in self defense and for this purpose only, or God will release satan in your life. I have to live the rest of my life with the knowledge of how to destroy a person from a distance.. it's like walking around with a loaded and cocked gun. I can easily cause someone's brain to bleed when I get angry at them.

4 You are targeted because you chose God over some kind of situation that would have required you to commit to the devil. This can be when you leave a satanic cult (even some cults who call themselves christians can be satanic if they have their own personal Jesus) or when you blow the whistle on some sort of organization or person who is aligned with satan. As mentioned before, satan only has the power to do this when you have unrepented sins.

If you don't take action, or repent, your life will keep getting worse, as their goal is to drive you insane to force you to commit suicide. This way they don't have to murder you and anything you say will seem like a lunatic talking.

Anyways, I don't think I can help you any further, you will have to investigate yourself what your situation needs. Just remember, Christ has given us authority over the devil as long as you do what Christ commands.

p.s. I doubt electronic weaponry is used, because demonic magic is far more effetive. Electronic weapons might be used however when you are a good Christian and demons have no access to your life, and they have to take you out anyway. Also remember this is just my point of view on the situation, and I cannot prove to you that God has revealed all this to me. I would understand if you don't believe me. But please don't have a debate about the validity of my testimony. Leave that up to God please. Thanks, and good luck with however you choose to proceed.
