The real windfall lies in the estimated 500 years worth of oil (at our present consumption rate) that is still untapped under the caspian sea. The pipeline (that is now under construction) in Afghanistan to channel this oil was opposed by the taliban, until their regime change that is. The swiss govt last year impounded $85m of laundered money that american oil companies had paid under the table to the govt of kazachstan (also on the oil pipeline route). The main competition for american plans to drain the caspian sea now lies in Iraq.
It is also interesting to note that before he became vice president, Cheny was president of the Halliburton Corporation - the worlds biggest oil-service, engineering and exploration rig.
