The Klingons had a treaty with the Federation, but they were never actually members. The Klingon Empire still exists (although all the citizens are Klingons, so technically it's not an empire, but who am I to quibble?). They were not always on good terms with the Federation during the Dominion war, but they are currently allies. I repeat, the Klingon Empire and the Federation are seperate and distinct entities.
