Subject: p.s.t. venders permit

I am interested in starting a bulk vending route in my area. I have learned a lot just by reading this board. But trying to get information from goverment web sites about p.s.t. and vending permits seems nearly impossible none of these web sites answer my emails. Ihave heard that 14 machines or less you do not need a venders permit is this true?
what about p.s.t. how is this paid?
Could anyone out there help me. I would very much appreciate this.
