Where are you? I am in western Canada.
A license here costs $300 a year.
It is a ridiculous amount.
I am thinking that because the machine is on someone's business site and that they are donating the space for charity (i.e. me donating some $'s to my charity of choice) that a business license may not be needed.
I think it falls into that grey zone.
