Opinion seems to suggest that the State at the time of Sneferu, Khufu and Khafra had the resources, both in terms labour and food, and adminstrative skills to carry out such massive projects.

In doing so though, they emptied the State Coffers so to speak,and impoverished the following rulers.

Anyways,that is the Egyptological line of thought.
