"The age of The Solar System is 4.5 billion years"

So? Vague as well - no tolerance specified.

"Distance to the 8th and final planet Neptune is 4.5 billion kilometers."

Most planets have elliptical orbits to a greater or lesser degree. In this case

Aphelion 4,553,946,490 km
Perihelion 4,452,940,833 km

Would you therefore concede using your same logic that the Solar System is somewhere between 4.553946490 and 4.452940833 billion years old? If not, why not?
