You're talking about the "Highway of death". Napalm wasn't used, cluster bombs were, and they weren't retreating with intentions of surrender, they were pulling out of Kuwait (this was back in 91, not the recent war you're confusing it with) to regroup. They were grouped tightly together, but were still a valid military target nonetheless.

Iraq had fighters also, and shot down a few Americans and British. MiG-29s and Su-27s are no joke, it wasn't like the Americans didn't have a fight on their hands.
