Subject: NEW ISLAMABAD CITY FOR RICH, NEW ISLAMABD CITY FOR POOR

It is generally believed today’s world is for rich and not for poor. It is hundred percent true as far as our beloved country is concerned. The news media which is treated as public watchdog in this regard including this esteem of yours including the one Lahore based claiming “where-ever there is injustice its investigation team is there” mostly have space for issues related to the elite and not of the poor. The example is New Islamabad City housing project of the elite/rich which every newspaper of Pakistan is keeping alive by raising the issue now and then. About this elite New Islamabad City voices are heard in parliament. But in all these long years at least I have not seen even a single inch space given by any newspaper of Pakistan for the New Islamabad City of the poor down trodent people. I am sure the rich welathy editors even do not know about this project of the poor. During the last 3-4 years almost all newspapers in Pakistan have published articles or letters to editor from aggrieved from elite Islamabad city but not a single one from any aggrieved from poors Islamabad City.

3. In 1993 in major newspapers an advertisement appeared for allotment of Plots in New Islamabad City situated at Chakri Road Rawalpindi. This is not that project in which Asif Zardai’s name is alleged but so far no one has proved this allegation. It is a separate project consisting of small plots on chakri road floated by a company then having the office in an Islamabad residential bungalow and which company till now has twice changed its company name. The advertisement in 1993 quoted clearance for the housing scheme from Rawalpindi Development Authority (RDA) quoting RDA clearance certificate No. RDA/DTP/24/83 dated 19.06.1993. Feeling since Rawalpindi Development Authority being a government body has given the clearance the poor labour class people started applying. It was in 1993. People kept on depositing progressive installments. But when people go to site there is hardly any substantial development in these long years.

Some aggrieved approached Rawalpindi Development Authority (RDA). First as is usual RDA remained silent. When matter was pursued through different levels including that of Punjab Ombudsman the first time RDA came out with a reply of no sense that it warned the public in 1992 that New Islamabad City was not approved by RDA. But RDA did not answer the question it warned the people in 1992 whereas the advertiser advertised and claimed in 1993 RDA clearance of June 1993 and even quoted clearance certificate number/reference. Then why when advertisement appeared in 1993, RDA did not came out informing the public that the reference quoted by advertiser was misleading. It however issue a new warning in May 2000 seven years after when people have already deposited their hard earned money in the scheme.

Government organisations contradict or clarify their positions immediately. RDA remained silent for seven long year? The matter went to Dy. Commissioner Rawalpindi through Punjab Ombudsman. In his report submitted to Punjab Ombudsman the DC Rawalpindi stated that there is no board or any sign indicating Housing Scheme in the name of New Islamabad City and there is no development work at site. The concluding last one line paragraph of the DC’s Report singed by DC reads “The owner as well as this housing scheme is, no doubt, fraudulent and fake”.

The most surprising and shokcing which should be a serious concern of citizens is that after observing and finding that scheme was a fraud neither the DC nor the Punjab Ombudsman desired to take or advise any further action to check (i) why RDA remained 7 years sleeping when its name was misleadingly used (ii) what should the State namely DC, local governemnt, tehsil council, police, board of revenue now do to protect the money of the public while correct name address of the owner of the land who advertised the scheme was mentioned in the DC’s Report. The DC and Punjab Ombudsman have only distributed the copies of Report without any such specific instruction directive or a decision.

Perhaps because this is a New Islamabad City where depositors are from lower class and since the other New Islamabad City scheme which has directly or indirectly some concern with CDA and National Housing Authority belongs to rich upper class hence voices about later are so often heard both in press, parliament and from government circles. It may be worth mentioning that Overseas Pakistanis Foundation repeatedly addressed on this to NAB and two agrrieved overseas Pakistani directly addressed NAB themselves but not a single response ever received. Rich is a rich and poor is a poor. Jusitce also is for rich and not for the poor.
