It seems to me that Mr. Venning is still spending a lot of time doing the job of Comptroller. That is why he needed someone to handle the routine duties of the City Manager; hence, the Chief of Staff. I suppose the Chief of Staff could manage the “Public Safety Commander”, but since the City Manager seems to be into empire building I suppose he would go back to the Council for that new administrative position. Somebody more clever than I has to come up with that new title.
