Subject: City Charter

IS THE City Corporation council advising the Council members on the amendments to the City Charter? A Change of the Charter should have a public hearing and a vote of the taxpayer. Some members of the council receive health insurance from both the city and the school system. The cost should split by the two. Now they get health from one and a gift of cash from the other. Gift of cash are not allowed by elected officials. Salary increases, by a vote of the Council without a public hearing, it is a change of the Charter. Other changes are on the way. Maybe the Corporation Council could advise the taxpayers if public hearings are called for?
