The colored belt structure is usually credited to Jigoro Kano, the founder of Judo. His training at various JuJutsu schools made him realize that martial arts training was and can still be dangerous so he simply organized the structure so that skill was still developed but injuries reduced. Judo was also created at the end of the Samurai era so being able to test your skills on the field of combat was coming to an end.....the colored belt system offered practitioners a way of measuring their ability through randori.
