The first phase of the project was very successful. A pack formed among the wolves, and the humans were able to collect valuable information about them. In hopes of establishing another successful pack, North Point Valley began a second phase to TWIG. The town's council cancelled all progress with the project, however, due to insufficient funds, and the wolves-- some which were tagged, others not-- were dumped on the island, leaving Kaono's people to deal with them. Locals reacted differently to the sudden increase in the wolf population. Some didn't take any interest at all; the town's people are passionate about their sled-dogs and races...anything that doesn't have to do with the sport isn't of much importance. Others grew wary of it. And some decided to maintain the care for them, like vaccinating those with tags, once a month, against numerous diseases and whatnot. And so, the project was forgotten, and the wolves were left with a haunting question: What did these tags mean?
