information on the web is routed via an IP address, that is why an IP address is important. Once ya have an IP address ya can find out the name of the machine or ISP doing a reverse DNS, for example when ya load my page

http://www.phaster.com/find_info_net_traffic.shtml

it gives ya your IP address and your ISP... The IP address is the starting point to find out all kinds of info like how data gets routed from your computer to some site like yahoo (use TRACEROUTE).

Next with an IP address ya can found out the type of computer operating system the host is using NMAP or some other kind of scanner, then ya can find out what ports are open again using some kind of port sniffer...

once ya have the basic info of what kind of setup the target computer has, if your a SYSOP ya can secure the sysetm by closing down unnecessary ports, or if your a blackhat ya can crack the system by checking into exploits by using open ports and knowledge of the operationg system to take over a target computer.

so ya see the IP address is the basic starting point to getting all kind of info about a computer.
