I did not say 'fully' recognized, did I? Neither did I say that any of the Canadian institutions kindly referred by you to would 'recognize' it. Should they at all? The point of the message is that many EMPLOYERS recognize it and that's what we were talking about.

Sure, to get admitted to the exams you need only to be a registered student. But to get a registered student... you need to have the two recommendations. While admitting certain degree of inaccuracy in the wording of my post I would still like to draw your attention to the fact that if you keep to the sunbstance over form rule you would have avoided such a confusion. I mean that to see a sentence as a mere sum of words, rather than an integral message with certaing idea behind it is quite embarassing for a Certified Accountant.
