If there is a clear difference between this child's ability with physical tasks such as stringing beads, painting, etc.and the ability to sit quietly while listening, it maybe an indication that he/she is not able to understand as quickly as the other children and becomes confused or bored. If there are also problems with speaking clearly, it may indicate auditory processing disorder. Try having an assistant sit with the child and make sure that the child understands what is being said. The assistant would be the child's personal interpreter. If this method works, it is a good indication of a possible learning disability called (central) auditory processing disorder. Evaluation would be in order. These children can do very well academically with early intervention.
