 I think it is much more effective to make a girl undress and expose herself. this is especially true with girls from 12 to 17 or so. Make them do it slowly. And comments should be made about each part of the body that is exposed...for example, talk about how nice her nipples are etc. If possible make sure that members of both sexes are watching the punishment.
After she is nude, I find it effective to have her sit in a nice comfortable chair with arms and then put her legs up and over the arms of the chair, spreading her out for further inspection. You'd be surprised at how she will correct her bad behavior.
