2) must be willing to break any and all rules

3) must be an excellent pathological liar. Remember, there is always a scapegoat

4) must appear to be professional and have moral ethics, but only when the government is watching$$$

5) must be senile

6) must be related to at least 50 percent of the town

7) must be a good butt kisser
