I think the foxhead would work against balefire, judging from others' arguments, but only if it came from saidar. As I recall, the foxhead does not deflect, dissolve or whatever it does to weaves, does not work on saidin. When Rand went after Rahvin, Mat was struck by lightning woven from saidin and was killed, but when Rand used very strong balefire on Rahvin and burned his thread fairly far back, so Mat, Asmodean and Aviendha were alive again. Which leads me to think that it would not deflect the True Power.
